Terri Brooks has worked in the telecom industry for twelve years, focusing on the wireless side, with experience ranging from designing and coding network features to product planning, standards and customer relations. She has developed, enhanced and applied her variety of skills over these years to many aspects of telecom business.

Ms. Brooks has ten years of experience developing regulatory standards for the industry, including responsibilities for FCC filings and negotiations. This has given her a great deal of exposure to the legal requirements for product deployment in the United States.

Her experience in diverse business units within the companies she has worked for has provided her with the ability to communicate well with the people involved in all stages of product development and deployment cycle, including the information exchanges with the customer prior to and following that development.

  • Chair position in TR-45 LAES Ad Hoc group since 1999. Will retain this position with support from new company.
  • Recognized throughout industry as a leading expert on US LAES requirements.
  • Internal contact point for Design and Product groups for LAES requirements on Nokia platforms deployed in the US. Direct interaction with Nokia customers and Law Enforcement for GPRS/UMTS platform on system planning and deployment.
  • E9-1-1 (Enhanced 9-1-1 Services) prime for Nokia from 1996 until 1Q2002. Involved in topic through 4Q2002, including participation in ATIS ESIF.
  • Editor’s position in industry standards group for E9-1-1, followed by chair position at the request of carriers.
  • Internal contact point for Design and Product groups until 2002 for E9-1-1 on Nokia platforms deployed in the US.

Consulting Experience
 
 
  • Contracted by a D.C. law firm to write a declaration on the ten-year history of the joint TIA/T1 project on LAES and the J-STD-025 series of standards. This declaration was the main focus of the TIA Industry filing on April 27th, 2004 to the FCC on CALEA (Communications Assistance for Law Enforcement Act).
  • Currently under contract for regular participation in IEEE 802.16 Wireless MAN. Voting status acquired as of March 2005.
